Now that the manned space station has been proposed by
President Reagan, it seems to us that the Citizen's Advisory Council
on space should open a discussion of what comes next. Some old
ideas may be worthy of revival, and new ideas may be proposed.
The strength of the Citizen's Council compared to scientific
meetings is that the political as well as technical aspects of
the proposals can be discussed. It is clear that such discussion
is essential; were it not for political obstacles, much more would
have been done in space.
My own view is that we should seriously consider how to
to bring many more countries into helping with the next round.
However, this round should center on the exploration and perhaps
even modest colonization of space and should not be based primarily
on earth applications.
